It is also entirely possible that villain has top pair weak(ish) kicker, and went into shut-down mode because he is OOP.
If he has something like QK, he’s pretty much gotta call your river bluff because of the turn check. I fire a bullet on the turn instead of the river here.

I voted check. Hero has a pair to showdown and the v called a flop bet with 3 overs to your 77. If v had an Ace, would have lead the flop imo with danger cards out there. I’m thinking they have KQ, 10s, and draws. Hero can only beat missed draws which v will not call anyway. If they are slow-playing a set, you’ll lose a good chunk of your stack with a bluff.
