The clear question here is: does he have a worse hand he’ll call with more often than he has a better hand? Let’s start by determining whether 98 is even possible for him. Since he’s a goof and seems to enjoy sticking it to you, it’s more than possible he’d call two streets with the gut, and 98 certainly seems within his preflop range from the SB. The fact that you have an 8 does make it a little less likely.
You can use pretty much the same analysis from above when determining whether he’s likely to have a 3. The only thing that makes it a little less likely is that since this guy has a history of shoving it in a bunch, you’d expect him to at least consider checkraising the turn with a draw, even moreso with and pair and a draw.
In the end, it’s probably close to a wash. In that case, I like the raise simply because it’ll keep the action brewing between you two – and if he has nothing and folds (which is probably the most common outcome), he might be looking to get you back in the next couple of orbits.
What actually happened: You called and the SB showed 63 for the dumb end of the straight.

This is a call for me. As hes likely got an 8, a set, 2 pair, or the arse end of the str8.
Having said that a shove wouldnt be a bad move as the times hes got 98 are very few, and the times he calls with worse are probably greater.

Hmm..I misread the setup and thought the board paired, so I thought call, with the logic that the only times he calls a raise are times when youre behind. Now that I see you have the second nuts, I raise. Nothing to lose. Chances are slim hes got 89, and he could just be dumb enough to call with the low straight. I dont remember seeing raise as an option though.

love this site. But this is silly. Raise. Reasons given above work for me. Even if he’s not calling with his weaker holding. I want to turn the tides now against a player who’s had my number the last few hands. No show down. No way.
